PLYMOUTH, MN — As March draws to a close, Plymouth is witnessing a dual transformation: a significant legal and financial response to regional tensions, and a massive physical reshaping of the city landscape.

Small Business Recovery Fund Enters Review Phase

Following a high-volume application period that closed this past Wednesday, March 25, the Hennepin County Small Business Recovery Fund has moved into its review phase. Nearly 1,000 applications were received from business owners - many in Plymouth’s "cultural corridors" - impacted by the recent "Operation Metro Surge" federal enforcement actions. Notifications for the $3,000–$10,000 grants are expected by April 10, 2026.

This economic support follows a major legal move on March 26, as new witness testimony was introduced in the federal lawsuit filed by the State and Hennepin County against the DOJ and DHS regarding recent local shootings.

Construction Boom: Residential and Mixed-Use Momentum

While legal battles play out in the courts, Plymouth's physical landscape is seeing rapid growth:

  • The Boulevard (Former Prudential Site): Construction is accelerating on this 75-acre flagship re-development. Summit Orthopedics is now fully operational as the site’s first anchor. Passersby will also notice the frame of a new Chase Bank branch, which is on track for a 2026 opening.
  • Highway 55 Corridor (Rone Apartments): The Doran/Harbor Lane project is moving into a critical window. Phase 1, the Rone Apartments, is nearing its late-summer 2026 completion, while site preparation for the second phase of housing is expected to begin this spring.
  • Trillium Woods: The $56 million expansion of this senior living community is officially open, adding 86 homes across the care spectrum, from independent living to memory care.
  • Sunset Bluff: At the corner of Chankahda Trail and Vicksburg Lane, work is now underway on a new enclave of 19 villa-style homes and 19 townhomes.

Industrial Growth and Infrastructure Alerts

Business expansion is also hitting the industrial sector. Daikin Applied is continuing work on its 71,000-square-foot R&D addition at 13600 Industrial Park Blvd. This project requires the continued long-term closure of a portion of Industrial Park Blvd.
